Attleboro Special Education Parent Advisory Committee

BY-LAWS

ARTICLE I: Name

* The name of this self-governed organization shall be the “Attleboro Special Education Parent Advisory Committee”, also to be known as

ASEPAC.

ARTICLE II: Mission Statement

* The mission of the ASEPAC is to facilitate understanding, respect and support for all children with special education needs in our community.

This will include:

Promoting a network of parents of children with special education needs, and provide an opportunity to share information.

Communicate ideas from parents concerning current training to the Director of Special Education and Student Support Services.

Provide informational workshops to parents, educators, students and professionals.

ARTICLE III: Terms of Membership

General membership shall be open to any resident of Attleboro or person affiliated with the Attleboro Public Schools who has attended at least one meeting of the ASEPAC during the past 12 months. Voting membership is required to vote in annual officer elections and other business that comes before any ASEPAC meeting.

Voting membership shall be any general member, who is a parent, or guardian, of a child with special education needs residing in Attleboro, with or without an Individualized Education Program (IEP), or is a parent or guardian of a child with special education needs who attends Attleboro Public Schools, and who has attended at least one previous meeting of the ASEPAC during the past 12 months, or has requested voting status in writing to the Secretary at least one month prior to a vote.

Meetings are defined as any ASEPAC meeting, activity, or committee at which attendance is taken.

 

ARTICLE IV: Officers of the Special Education Parent Advisory Committee

Officers of the ASEPAC are elected by the voting membership and hold office for one year. If any office becomes vacant, an election for that office shall be held immediately, with the term to expire at the May meeting.

Office and Officer responsibilities are:

Chairperson and Co-Chairperson

Set the agenda for each general meeting.

Preside at all meetings of the ASEPAC.

Act as Liaison with the Director of Special Education and Student

Support Services.

Secretary

Coordinate the recording and filing of the minutes of the ASEPAC

its subcommittees.

Collect and review all correspondence of the ASEPAC.

Prepare periodic reports for the Special Education Administration

regarding activities and needs.

Treasurer

Coordinate efforts to apply for grants, donations, reimbursements or

any other funds for which the ASEPAC my be eligible.

Manage and account for funds collected, donated, and spent for the

ASEPAC.

Coordinate fund-raising activities.

Workshop Coordinator

Communicate and coordinate informational workshops.

Public Relations Person

Distribute fliers and information to the community and public

schools.

ARTICLE V: Elections

Elections shall be the first order of business during the May meeting. Elections shall be decided by a simple majority vote of the voting membership, subject to the presence of a quorum. New officers shall take office immediately following their election.

The Attleboro Public Schools will be informed of the annual elections, with the names, addresses and phone numbers of the new Board on or around June 1, of each year.

At the nomination meeting, a volunteer(Election Coordinator) will be recruited from the voting membership to tally the nominations. The ASEPAC shall compile the list of eligible voting members and prepare the ballots. A ballot will be available for each voting member.

Nominations will be made by ballot. Nomination ballots will be made available to voting members at the April meeting prior to the elections.

 

ARTICLE VI: Meetings

General meetings shall be held monthly, from September to June. Notice of all general meeting dates and elections shall be published in the local press in advance, posted at City Hall, and a notice sent to each voting member, whenever possible, and to Attleboro Public Schools newsletters. The Chairperson shall take recommendations for the proposed calendar of meetings for the following school year. The proposed calendar shall include tentative dates and times of the meetings and projected activities for the year.

Matters which require a vote of the voting membership include, but are not limited to:

A change in the By-Laws can only be voted on at a general meeting.

A commitment of financial resources requires a simple majority of voting members present.

Elections require a vote as described in Article V Elections.

3. Minutes of all ASEPAC meetings shall be recorded and retained for

public record.

ARTICLES VII: Subcommittees

Subcommittees shall be created as needed.

ARTICLES VIII: Amendments

These By-Laws may be amended by a simple majority of the voting members at a general meeting. However, By-Law changes may not be voted upon in the same meeting in which they are proposed, unless a quorum votes unanimously to approve the change.
